Celestara is a charter signatory of the Andromeda Concordat — the inter-galactic policy framework that governs friendly passage, cabin access, and civic protocol for every alliance species in the Milky Way and Andromeda. Every voyage carries every welcome.

The Andromeda Concordat is a non-state inter-species framework, ratified at Eden-9 in 2041 and renewed every five corridor years. It governs how alliance species board, travel, and arrive — and how the corridor stays a place where every passenger is recognized as a guest.

The Concordat liaison detail — three officers per voyage, drawn from at least two alliance species — boards before passengers and stays through debarkation. They handle customs, language tier-2 translation, civic chamber access, and any cabin-class adjustment a species' physiology requires. Every alliance traveler is met by a liaison of their species at the gate.

I.

Friendly passage

Every alliance species is offered safe, dignified passage on every Celestara voyage. No species is denied a cabin class, an Eden-9 district, or an observation chamber on grounds of physiology, biome, or origin galaxy.

II.

Recognition at the gate

Every alliance traveler is met by a Concordat liaison of their species at the Aurora Ascension gate and again at the Eden-9 plaza. No alliance traveler boards as a stranger.

III.

Physiological accommodation

Cabin pressure, gravity, atmosphere, and lighting are tuned per species at no additional fare. Aquatic, low-gravity, and atmospheric-variant cabins are reserved equally across all classes.

IV.

Civic chamber access

Every alliance species holds equal standing in the Eden-9 Concordat Plaza chambers. Civic disputes, customs, and inter-species civic procedure are handled there, never on the ship.

V.

Translation tier-2 minimum

Every Celestara crew member holds tier-2 alliance language certification in at least one Concordat species. Liaison detail covers tier-3 simultaneous on demand.

VI.

Annual audit, public

Concordat compliance is audited yearly by a rotating tribunal of three alliance species. Findings are published openly to passengers, fleet, and the corridor authority.
